Special Morale, and Welfare (SM&W) Funds are NAF expenditures considered necessary to contribute to the overall morale and welfare of the Homestead ARB community. Expenditures must be conservative, be in the best interest of the Air Force, benefit the Homestead military community, and may not be limited to specific grades or levels of personnel. Commanders and approving officials must not expend funds for SM&W purposes if funds are authorized elsewhere or funding is authorized from Appropriated Funds. SM&W Funds are typically used to provide light refreshments (no meat please) and non-alcoholic beverages for functions such as: Retirement Ceremonies, Commanders Calls, Welcoming and orientation functions, and Change of Command ceremonies at the Squadron, Group and Wing level. Funds used to support SM&W activities are generated on Homestead ARB through your patronage and participation of our Outdoor Recreation Activity, Fitness Center Resale Activity and the Falcon's Nest Club. Purchases with SM&W funds are authorized at the Falcon's Nest Club. Purchases made off base will only be reimbursed when authorized and approved in advance. All requests for SM&W Funds must be submitted on the AFRC Form 211 and approved a minimum of 30 days in advance of the actual expenditure for the event. 2. E-mail, fax or turn-in the “Special Morale and Welfare Funds Request” to the Services office located in Bldg 404, room 102, Fax Number: 224-7069. Services will forward your request to Finance for approval; followed by approval from the Wing Commander. 3. After approval is finalized, the request will be returned to the Services Office in Bldg 404 where a voucher will be issued in the amount authorized. |
